When I buy a license is the code tied to my Skype account?

No, the Pamela license code is independant of your Skype account name.

However, as the code needs to be activated on your system it is only working for the particular user for which you activated it. When you change user accounts then you will be asked to re-activate Pamela. You have three activations with a license, Pamela Basic is freeware and does not need activation.

This is by design to protect each users privacy. If done differently all users on the PC would be able to see all others voicemails, call recordings, etc!
