The reason is that the WIndows MP3 codec does not provide more options. Also the available KHz rates are limited. Pamela reads these settings from the default MP3 codec that comes with every Windows system.

However, if you require higher quality recordings you may install the ACM LAME codec which provides many more options to set the output format of the MP3 file. Read how here.
