Open the options in Pamela and click on "Voice messaging". Check that you have the option "Enable message recording and set the maximum voice mail recording time (minutes):" checked.

Unchecking this option disables the recording part of the voicemail, similar to setting your home phone answering machine to "Do not take messages", so as a result only the greeting is played and the caller can not leave a message.
